A cone with a hollow base is what makes smoke fall. A solid cone burns the same way it always did, straight up, and you will be sitting there wondering what went wrong. Buy the hollow bottomed kind and the whole effect starts working.
Still air matters as much as the cone. An open window, a ceiling fan or a doorway with traffic through it breaks the fall and scatters the smoke sideways. Put it somewhere sheltered, on a surface you do not mind wiping, because incense smoke leaves an oily film on whatever sits under it and it goes on doing that for as long as you burn.
