Light through red glass comes out red and dim. That is the point of the object and it is also the reason it will not light a book, a room or a set of stairs. Treat it as a colored glow in a corner and keep a real lamp nearby for anything you need to see.
Care
Dust it with a dry soft brush, along the leading rather than across it. Glass cleaner sprayed straight on works its way into the seams between the panels, which is where a piece like this loosens first.
